CCLE Files Comments with the DEA Concerning the Agency's Intention to Schedule 2C-T-7 - August 16, 2002
The Center for Cognitive Liberty & Ethics (CCLE) attorney Richard Glen Boire has submitted written comments to the DEA opposing the agency’s intent to schedule the compound 2C-T-7. This compound, (full name 2,5-dimethoxy-4-(n)-propylthiophene- thylamine) was first synthesized by Dr. Alexander Shulgin in 1981. In July, the DEA filed a Notice of Intent to place 2C-T-7 on Schedule I of the Controlled Substances Act, contending that 2C-T-7 is a dangerous drug of abuse with no medical value.
In the comments submitted to the DEA, the CCLE opposed the scheduling of 2C-T-7 as an infringement on cognitive liberty – the fundamental right of the individual to self-determine his or her mental processes and to engage in multiple modes of thought. Further, the agency relied on Internet postings discussing the compound as evidence of “widespread” abuse, equating discussion of using this unscheduled substance with its misuse. The CCLE maintains that this is flawed logic, chills the First Amendment rights of those discussing 2C-T-7 (or any subject) via the Internet, and discourages the dissemination of important health and safety information about drugs.

DEA Moves to Schedule 2C-T-7 (July 18, 2002)
The US Drug Enforcement Administration today published notice that it intends to place the drug 2C-T-7 into Schedule I of the Controlled Substances Act. 2C-T-7 is being scheduled pursuant to the DEA’s emergency scheduling powers, meaning that the scheduling could take effect in as early as 30 days (August 17, 2002).

Salvia Divinorum Outlawed in Australia - May 31, 2002 An Update from the Center for Cognitive Liberty & Ethics, made possible by the Salvia Divinorum Defense Fund
Effective June 1, Australia becomes the first country to make the plant Salvia divinorum a prohibited drug. Pursuant to a ruling by Australia’s National Drugs And Poisons Schedule Committee (NDPSC), both Salvia divinorum and its active principle salvinorin A, will be added to Schedule 9 of Australia’s Standard for the Uniform Scheduling of Drugs and Poisons (SUSDP). Australia’s action raises fears that other governments may soon follow suit.

Directing the drug war BOGOTA, Colombia — An effort by some U.S. congressmen to promote their favorite as Colombian President-elect Alvaro Uribe's national security chief is angering some of Mr. Uribe's closest supporters....One of the expected first tasks of Mr. Uribe, who is to be sworn in tomorrow, is to name a national security adviser who will oversee the nation's U.S.-funded war against drugs, as well as the war against Marxist guerrillas and outlawed rightist "paramilitaries." The guerrillas and some paramilitary factions finance their private armies with drug money....A group of some 20 Republican lawmakers met Mr. Uribe in a closed-door session in Washington prior to a July congressional vote on an omnibus spending bill that included new funding for Colombia in addition to the more than $1.7 billion already approved over the past three years.

Police support pot initiative The Marijuana Policy Project's initiative campaign in Nevada has done the impossible: They have secured the endorsement of the Nevada Conference of Police and Sheriffs, the largest police association in Nevada. They represent about 65 percent of the state's street patrol officers and they voted 9-0 to support the proposed constitutional change that would decriminalize possession of up to three ounces of marijuana . . . "As a former law-enforcement officer, I know that a simple marijuana arrest takes me off the street for half my shift," said NCOPS president Andy Anderson today as he announced his organization's ground-breaking endorsement. "Passage of Question 9 will ensure that more cops are on the streets to protect our citizens from violent crime and the threat of terrorism."
