Controversial Terror Research Ongoing-US Spies On It's Citizens
(Michael J. Sniffen, Associated Press, 24 February 2004)
The government is still financing research to create powerful tools that could mine millions of public and private records for information about terrorists despite an uproar last year over fears it might ensnare innocent Americans. . . . Congress eliminated a Pentagon office developing the terrorist tracking technology because of the outcry over privacy implications. But some of those projects from retired Adm. John Poindexter's Total Information Awareness effort were transferred to U.S. intelligence offices, congressional, federal and research officials told The Associated Press. . . . In addition, Congress left undisturbed a separate but similar $64 million research program run by a little-known office called the Advanced Research and Development Activity (ARDA) that has used some of the same researchers as Poindexter's program. . . . "The whole congressional action looks like a shell game," said Steve Aftergood of the Federation of American Scientists, which tracks work by U.S. intelligence agencies. "There may be enough of a difference for them to claim TIA was terminated while for all practical purposes the identical work is continuing." . . . But the research created a political uproar because such reviews of millions of transactions could put innocent Americans under suspicion. One of Poindexter's own researchers, David D. Jensen at the University of Massachusetts, has acknowledged that "high numbers of false positives can result." . . . Disturbed by the privacy implications, Congress last fall closed Poindexter's office, part of the Defense Advanced Research Projects Agency, and barred the agency from continuing nearly all his research. Poindexter quit government, claiming his work was misunderstood. . . . But the work didn't die. . . . In a classified section summarized publicly, Congress gave money to the "National Foreign Intelligence Program," without openly identifying which intelligence agency would do the work. . . . Congressional officials declined to say which Poindexter programs were killed and which were transferred, but people with direct knowledge of contracts told AP that the surviving programs included some of 18 data-mining projects known as Evidence Extraction and Link Discovery in Poindexter's research. . . . Poindexter's office described that research as "technology not only for 'connecting the dots' that enable the U.S. to predict and pre-empt attacks, but also for deciding which dots to connect." It was among the government's most controversial research programs.

FEMA: The Secret Government
(Harry V. Martin, FreeAmerica)
Some people have referred to it as the "secret government" of the United States. It is not an elected body, it does not involve itself in public disclosures, and it even has a quasi-secret budget in the billions of dollars. This government organization has more power than the President of the United States or the Congress, it has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial, it can seize property, food supplies, transportation systems, and can suspend the Constitution. . . . Not only is it the most powerful entity in the United States, but it was not even created under Constitutional law by the Congress. It was a product of a Presidential Executive Order. . . . The organization is called FEMA, which stands for the Federal Emergency Management Agency. . . . FEMA had one original concept when it was created, to assure the survivability of the United States government in the event of a nuclear attack on this nation. It was also provided with the task of being a federal coordinating body during times of domestic disasters, such as earthquakes, floods and hurricanes. Its awesome powers grow under the tutelage of people like Lt. Col. Oliver North and General Richard Secord, the architects on the Iran-Contra scandal and the looting of America's savings and loan institutions. FEMA has even been given control of the State Defense Forces, a rag-tag, often considered neo-Nazi, civilian army that will substitute for the National Guard, if the Guard is called to duty overseas. . . . FEMA was deeply involved in the Los Angeles riots and the 1989 Loma Prieta earthquake in the San Francisco Bay Area. Some of the black helicopter traffic reported throughout the United States, but mainly in the West, California, Washington, Arizona, New Mexico, Texas and Colorado, are flown by FEMA personnel. FEMA has been given responsibility for many new disasters including urban forest fires, home heating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. In the West, it works in conjunction with the Sixth Army. . . . FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic. . . . Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen [more are listed in the original, which is accessible via the link above]: . . . EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports. . . EXECUTIVE ORDER 10995 allows the government to seize and control the communication media. . . . EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals. .. . . EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms. . . . EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision. . . . EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions. . . . EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons. . . . EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. . . . FEMA has developed 300 sophisticated mobile units that are capable of sustaining themselves for a month. The vehicles are located in five areas of the United States. They have tremendous communication systems and each contains a generator that would provide power to 120 homes each, but have never been used for disaster relief. . . . FEMA's enormous powers can be triggered easily. In any form of domestic or foreign problem, perceived and not always actual, emergency powers can be enacted. The President of the United States now has broader powers to declare martial law, which activates FEMA's extraordinary powers. Martial law can be declared during time of increased tension overseas, economic problems within the United States, such as a depression, civil unrest, such as demonstrations or scenes like the Los Angeles riots, and in a drug crisis. These Presidential powers have increased with successive Crime Bills, particularly the 1991 and 1993 Crime Bills, which increase the power to suspend the rights guaranteed under the Constitution and to seize property of those suspected of being drug dealers, to individuals who participate in a public protest or demonstration. Under emergency plans already in existence, the power exists to suspend the Constitution and turn over the reigns of government to FEMA and appointing military commanders to run state and local governments. FEMA then would have the right to order the detention of anyone whom there is reasonable ground to believe...will engage in, or probably conspire with others to engage in acts of espionage or sabotage. The plan also authorized the establishment of concentration camps for detaining the accused, but no trial. . . . Most experts on the subject of FEMA and Martial Law insisted that a crisis has to appear dangerous enough for the people of the United States before they would tolerate or accept complete government takeover. The typical crisis needed would be threat of imminent nuclear war, rioting in several U.S. cites simultaneously, a series of national disasters that affect widespread danger to the populous, massive terrorist attacks, a depression in which tens of millions are unemployed and without financial resources, or a major environmental disaster. . . . The crisis, as the government now see it, is civil unrest. For generations, the government was concerned with nuclear war, but the violent and disruptive demonstrations that surrounded the Vietnam War era prompted President Nixon to change the direction of emergency powers from war time to times of domestic unrest. . . . The first targets in any FEMA emergency would be Hispanics and Blacks, the FEMA orders call for them to be rounded up and detained. Tax protesters, demonstrators against government military intervention outside U.S. borders, and people who maintain weapons in their homes are also targets. Operation Trojan Horse is a program designed to learn the identity of potential opponents to martial law. The program lures potential protesters into public forums, conducted by a "hero" of the people who advocates survival training. The list of names gathered at such meetings and rallies are computerized and then targeted in case of an emergency. . . . This nation now stands on the threshold of rule by non-elected people asserting non-Constitutional powers. Even Congress cannot review a Martial Law action until six months after it has been declared. For the first time in American history, the reigns of government would not be transferred from one elected element to another, but the Constitution, itself, can be suspended. . . . The scenarios established to trigger FEMA into action are generally found in the society today, economic collapse, civil unrest, drug problems, terrorist attacks, and protests against American intervention in a foreign country. All these premises exist, it could only be a matter of time in which one of these triggers the entire emergency necessary to bring FEMA into action, and then it may be too late, because under the FEMA plan, there is no contingency by which Constitutional power is restored.

Supreme Court to decide if Americans need to "show your papers"
Meet Dudley Hiibel. He's a 59 year old cowboy who owns a small ranch outside of Winnemucca, Nevada. He lives a simple life, but he's his own man. You probably never would have heard of Dudley Hiibel if it weren't for his belief in the U.S. Constitution. . . . One balmy May evening back in 2000, Dudley was standing around minding his own business when all of a sudden, a policeman pulled-up and demanded that Dudley produce his ID. Dudley, having done nothing wrong, declined. He was arrested and charged with "failure to cooperate" for refusing to show ID on demand. And it's all on video. . . . On the 22nd of March 2004, the U.S. Supreme Court will decide whether Dudley and the rest of us live in a free society, or in a country where we must show "the papers" whenever a cop demands them.
[NOTE: The link above will take you to the full story, including a video of the entire event. After watching this video, I suspect you will be closely watching what the Supreme Court has to say about this issue. It is not beyond our imaginations to see an America that resembles the former Soviet gulag.]

Bush Government Wins Right to War Protesters' Records
(Ryan J. Foley, Associated Press, February 7, 2004)
In what may be the first subpoena of its kind in decades, a federal judge has ordered a university to turn over records about a gathering of anti-war activists. . . . In addition to the subpoena of Drake University, subpoenas were served this past week on four of the activists who attended a Nov. 15 forum at the school, ordering them to appear before a grand jury Tuesday, the protesters said. . . . In addition to records about who attended the forum, the subpoena orders the university to divulge all records relating to the local chapter of the National Lawyers Guild, a New York-based legal activist organization that sponsored the forum. . . . "The law is clear that the use of the grand jury to investigate protected political activities or to intimidate protesters exceeds its authority," guild President Michael Ayers said in a statement. . . . Representatives of the Lawyer's Guild and the American Civil Liberties Union said they had not heard of such a subpoena being served on any U.S. university in decades. . . . Those served subpoenas include the leader of the Catholic Peace Ministry, the former coordinator of the Iowa Peace Network, a member of the Catholic Worker House, and an anti-war activist who visited Iraq in 2002. . . . "This is exactly what people feared would happen," said Brian Terrell of the peace ministry, one of those subpoenaed. "The civil liberties of everyone in this country are in danger. How we handle that here in Iowa is very important on how things are going to happen in this country from now on." . . . The forum, titled "Stop the Occupation! Bring the Iowa Guard Home!" came the day before 12 protesters were arrested at an anti-war rally at Iowa National Guard headquarters in Johnston. Organizers say the forum included nonviolence training for people planning to demonstrate. . . . The targets of the subpoenas believe investigators are trying to link them to an incident that occurred during the rally. A Grinnell College librarian was charged with misdemeanor assault on a peace officer; she has pleaded innocent, saying she simply went limp and resisted arrest. . . . Mark Smith, a lobbyist for the Washington-based American Association of University Professors, said he had not heard of any similar case of a U.S. university being subpoenaed for such records. . . . He said the case brings back fears of the "red squads" of the 1950s and campus clampdowns on Vietnam War protesters. . . . According to a copy obtained by The Associated Press, the Drake subpoena asks for records of the request for a meeting room, "all documents indicating the purpose and intended participants in the meeting, and all documents or recordings which would identify persons that actually attended the meeting." . . . It also asks for campus security records "reflecting any observations made of the Nov. 15, 2003, meeting, including any records of persons in charge or control of the meeting, and any records of attendees of the meeting." . . . A source with knowledge of the investigation said a judge had issued a gag order forbidding school officials from discussing the subpoena.

The Bastard Children of Total Information Awareness
Noah Shachtman, Wired.com, 02.04
Congress killed Total Information Awareness, Darpa's far-flung effort to comb databases in search of terrorists. But that doesn't mean the authorities are finished sorting through the records of Americans to expose evildoers. Some analysts think bits of TIA still exist on the covert, "black" side of the Pentagon's ledger. Here, with text straight out of government and corporate documents, are a few of the unclassified efforts.
- Capps II (Computer Assisted Passenger Prescreening System) - TSA
- Matrix (Multistate Anti-Terrorism Information Exchange) - Florida and several other states
- mohoClassifier - CIA and other national security organizations
- NORA (Non-Obvious Relationship Awareness) - CIA-funded firm, for unspecified "government customers"
- Acumen (Adaptive Concept Understanding From Modeled Enterprise Networks) - Torch Concepts
- NIMD (Novel Intelligence From Massive Data) - Advanced Research and Development Activity (ARDA)

Take Your Politics and Stick It Where The Sun Don't Shine
DOUG THOMPSON, Feb 2, 2004, 08:16, Capital Hill Blue
I found America doesn’t really want to know the truth about its government or its elected officials. Americans prefers [sic] to wallow in their own sewer of personal indulgence, embracing only those things that serve their personal lusts and attacking anything that seems different from their own narrow points of view. Instead of thinking on their own, too many Americans prefer to let their political parties and their leaders think for them, leading them down too many crooked paths and keeping them in the dark when it comes to true intentions and agendas. George W. Bush took office and promised to restore honor and integrity to government, but Bush turned out to be just as corrupt as Clinton, dragging the country into a war under false pretenses, trampling individual freedoms and giving the country the largest deficit in history. His credibility on the world stage is shot to hell and, along with it, the credibility of a once-great nation. So it doesn’t really matter who we elect to the White House because there isn’t much value in trading one son-of-a-bitch for another. As for Congress, the current Republican leadership on both sides of the Hill sold out the second they gained power – forgetting all about term limits, abandoning their promise to keep pork out of spending and sucking all the federal money they can back into their states and districts.
And what to the lemmings who follow these con artists do? They align themselves with one party or another, clinging to a decaying political system that spreads like cancer throughout the nation, killing the body of a once-proud place called America.
*******Sadly, well said********

"Ignorance is the first step toward fascism."
by Jessi Winchester, Author of From Bordello to Ballot Box
"The whole aim of practical politics is to keep the populace alarmed, and hence
clamorous to be led to safety, by menacing it with an endless series of hobgoblins,
all of them imaginary." - H.L. Mencken, Political Journalist, 1880-1956
It felt more like the occupation of a Third World nation than the gathering of revelers celebrating the dawn of a new year. Snipers manned rooftops, tanks roamed the streets, armed airships hovered in restricted airspace above the celebration, troops from every imaginable agency searched party goers' backpacks, and names and personal information of everyone flying or staying in hotels was handed over to the FBI without a whimper. No, this wasn't Warsaw, Poland or a TV history program about Hitler's Germany . . . it was Las Vegas on New Year's Eve. Yet the staggering number of people who are oblivious to history or what is happening in their own country under their own nose is amazing. Americans in droves are willing to give up their freedom for the false promise of safety. Assaults on our liberties are right out in the open and before our very eyes yet we spinelessly acquiesce without protest. After all, we want to be safe - at ANY cost!
