On June 13, 2002 the United States will become the first major power to withdraw from an established nuclear arms control treaty, the Anti-Ballistic Missile (ABM) Treaty. In doing so, the president of the United States is demonstrating his leadership for international anarchy, for unilateral executive action that disregards the Congress on critical foreign policy decisions, and for placing the law of force over the force of law in international relations. . . . The president is seeking to disavow a 30-year-old treaty with Russia in order to pursue increased testing and deployment of missile defenses and to move lethal military weapons into outer space. These actions will undoubtedly lead to new nuclear arms races with Russia and China, which in turn will trigger nuclear arms races between India and Pakistan. The president is pursuing a path of US dominance that will increase the likelihood of nuclear war. . . . But where are the voices in the US Senate challenging the president in his foolish unilateral action. The silence from the Senate is overwhelming. As Martin Luther King, Jr. pointed out, "A time comes when silence is betrayal." . . . People in the US need to wake up our Senators and let them know that we will not tolerate their silence. We will not watch our country withdraw from this treaty and move closer to nuclear war. Please make your voice heard.
